any kind of plain paper, with no ink, lamination, paint, or other special treatment or chemical on it will be fine.
except for the fact that smoking tobacco is often eventually lethal anyways.
When I smoked and I didn't have money for papers or ready-rolls (marlboros, etc.), I used regular notebook paper and glue.
TOP brand rolling papers are pretty cheap though, and already have adhesive on them.
Bugler tobacco comes with a book of papers, and the tobacco itself is pretty okay as far as taste goes. But you will need to make skinny cigarettes, because it is strong and can burn your throat if you roll big cigs.

Rolling paper will burn more slowly than other kinds of paper. If you buy loose tobacco it usually comes with the papers.

Just plain rolling paper from the tobacco store, I would't use just any kind of paper. Like stationary paper for instance, or printer paper, could be harmful to you, inhaling certain chemicals and/or ink could be poisonious.

well a tampon paper works but you don't have any clue or filter!
notepad paper isn't really the best for you to enhale but it can be used!
