I'm afraid the answers people have given are wrong.Due to the Violent Crime Reduction Act 2006 it is illegal to sell any sharp objects to anyone under 18,this includes razor blades.Crazy I know,it also illegal to sell scissors to children under 18.

See below:

"Section 43 Subsection (2) amends section 141A(1) of the Criminal Justice Act 1988 (prohibition of sale of knives etc. to persons under sixteen) to extend the offence of selling a knife or an article with a blade or point to a person under sixteen to persons under eighteen."

The important part to note is "A knife or article with a blade or point",most shops have signs up informing customers of the VCR 2006 and usualy have such items behind the counter or will simply not allow you to purchase sharp objects without proof of age.Talk about nanny state!

As in, shaving razor refills? Yes, you can. My friends son just started shaving, he's 14 and he buys them by himself all the time.
