My friend whose only 5 feet tall appear to be around 5,3" WITHOUT heels but she's really skinny and she's a dancer so she also has a good figure. I'm 5'3" naturally, but I'm kinda chubby and I appear to be shorter than her. Why is that?

It's the eyes perception of proportion that gives the impression of thin equals tall,fat equals short.
Think of someone wearing clothes with vertical stripes and the same person with horizontal stripes.

i favor. i'm truly skinny (5'5", 107lbs) even if people evaluate i'm shorter than i'm, now no longer taller. ideal posture and putting round short persons (it really is my project, all my associates are tall) can make you look taller. losing some pounds can no longer.
